You are using almost twice as much CPU user time as real time, which means that you are on average using 2 CPUs at full speed. That doesn't look like an I/O bottleneck to me, more like a CPU bottleneck. I know you have 4 CPUs, but I don't know how well rebuilding a single index can be parallelized.
