OMS Problems

I am having a problem logging into the Oracle Management Server. I'm running Oracle 8i Release 3 (8.1.7) on Windows 2000 Pro, and whenever I try to start the oms by running:

oemctrl start oms

I get the following:

The OracleOraHome81ManagementServer service is starting......... The OracleOraHome81ManagementServer service could not be started.

The service did not report an error.

The database works fine and i haven't run into many problems before. I created a repository, but that didn't help.

Does anyone know another way to backup the database? Through the help, it looks like you need to go through the management server.
