Well, I think Oracle generally concentrated on the db market, leaving good tools to be developed independently - then when each market is somewhat mature, it swoops in and takes over. Just like IBM (with the glaring exception of PC's) and MS. Let's see what happens in the next couple years with OEM, shall we?
As far as TOAD, didn't Quest swoop in and grab it? Will they be able to keep all there products far enough ahead of Oracle to stay in business? Time will tell...
