runInstaller question

Where does runInstaller get its Oracle version information? We have
one system where it shows Oracle 8.1.6 stuff installed AND 8.1.7
installed though only 8.1.7 is there.  I discovered this when I was
working on a clone of that system and tried to patch it from 8.1.7.3
to 8.1.7.4. The clone system only thinks it has version 8.1.6 stuff on
it.
