It seems to me that if upper management can't tell you what the criteria to use should be, then they have no hope of understanding whatever criteria you device. (So you can just make crap up, they won't know.) :)

Do your applications change rapidly to suit changing business needs? If so, some kind of indicator of how long it takes from inception to implementation of a change.
Other than that, resolution time of customer complaints?
