Under toad 7.3 and beyond, you can use the TOAD security (you have to run a script to get it installed first, which comes with TOAD). This security allows you to essentially remove all capabilities from TOAD with regards to database usage. Trust me... it works great. After I turned our DBA's on to it, they locked us down hard in production, though in our case, we have a read only schema, which they do give us permission to execute queries, just no write capabilities via TOAD.
