It can be a problem and may be even impossible. Everything depend on configuration of broadband access. Each ISP use his own system, somewhere you'll get public IP address, somewhere just internal behind some NAT, maybe there is a strict firewall in way, maybe path is clear.
Is hard to help you without knowing these information. You need to contact support personnel and try to solve this with them. However, it can be a big problem, because probably these guys have never heard of something like Oracle, Sql*Plus etc. :-( The worst scenario can be access only through some transparent proxy without support for NET80 protocol, then you can't access your server at all.
