If you are buying new hardware, then moving upto Win2K server (or whatever the XP server is called) would also be a good idea. Benefit is in using new features and support. Check with M$ as far as the license price is concerned.

If your Oracle version is pre 8.1.7.x, then you should upgrade to 8.1.7.4 or newer. I believe all pre 8.1.7 versions have been desupported. If you are on 8.1.7.x, then upgrading to 9i will certainly give you most new features plus 8.1.7.x will be desupported in near future.

Go Linux if you can. Not only you will have a better OS, you will also save a bundle on license fees.
