Define slow.
Has it always been slow? If not, slow since when? what actions? Run explain plan?
TK PROF?
DBMS_PROFILER?
How many users?
What size transactions?
How many transactions per time period?
Anyone accidentally run statistics on SYS and SYSTEM?
