jrew.exe for Oracle 9i install

Running Windows 98 on Pentium 3; Had Oracle 8i installed then installed Oracle 9i (no custom installs). Could not shut off listener for 8i; could not shutdown database; was told by instructor at school to uninstall 8i; tried unsuccessfully and finally began deleting files; Oracle 9i also got deleted. Plus when reinstall was attempted, hidden Oracle files prevented reinstall. Went through "find" and deleted all Oracle-related files. Unfortunately, also deleted ( I guess) the jrew.exe file. Went online and downloaded said file; put in "C:\" tried reinstall of Oracle 9i; No GO! Tried relocating/copying javasoft downloaded file to other files in "C:\" but kept getting error message: "The Java RunTime Environment was not found at bin\jrew.exe. Hence the Oracle Universal Installer cannot be run. Please visit http://www.javasoft.com and install JRE version 1.1.7 or higher and try again." That's same message received prior to downloading javasoft JRE version 1.1.7. Can anyone help this senior-age student so that Oracle 9i can be installed on home pc? What "bin" is being referred to in the error message - what precedes the "bin"?
