IIRC that limit is the 9i limit and is,as you say reasonable. I believe that in 8i the limit was closer to 1k. Also as of 9i you can specify your linesize in you call to FOPEN.

My understanding is that UTL_FILE actually calls underlying os calls to do its file handling which *may* explain why writing a file on a windows server with UNIX style linefeeds would be problematic, and *might* also explain what happens with fclose.
