I think this parameter specifies the maximum number of processes a user can have - which is slightly different in meaning to the maximum number of user processes.
I'm not sure if this is still the case, but it use to be that the kernel parameter was the absolute limit - so the individual limit could be less, but not greater than the max limit imposed by the kernel. This sort of limiting can be handy for non-root daemons etc, as you could limit the number of processes it could fork and prevent possible ranaways from chewing up all your resources.
Note that AFAIK, root is exempt from ulimit settings.
