Installing Oracle 9i Personal Edition on Windows Me?

Has anybody been able to install 9i Personal Edition on Windows ME? I
downloaded the version for Windows 98 thining it would work. Well,
when I try to connect from sqlplus with sys/change_on_install or
system/manager "Oracle Startup" pops up a box asking for a password
(no login).  I have tried "change_on_install", "MANAGER", "oracle",
and "tiger".  None work.  Can someone give me some insight.
