I use http://www.oraperf.com.
others use http://www.hotsos.com

Oracle is soon to be announcing a site similar to oraperf. A preview of this site was shown at a recent NYOUG meeting last December. If you've used RDA - it has the same look and feel. If you haven't used RDA - download it and give it a whirl. Then remove the files from your server's filesystem - its a security risk :). You should be able to find a few good papers at Hotsos on the wait interface.
