No mention of Oracle version and edition. Do you think this unimportant? No mention of using Java. Do you consider the pool size unimportant? No mention of current initialization parmeters. Do you consider them unimportant?
No mention of the number of users, transaction sizes, etc . Do you consider these unimportant?

Personally I get queezy whenever anyone indicates more than three instances on any server. Primarily because I don't think there is any rational justification for creating instances when you can create schemas.

Without a lot more information no one can give you an answer. But I'd be merging the 15 you have rather than adding to the nightmare.
