What do you mean by "configure a queue"? What do you mean by "when I dequeue"?
Why are you using 8.1.6 when it is unsupported and has been obsolete for years?
Solaris 5.8 on what platform? Intel or Sun? Given your antique Oracle ... are your O/S patches current?

Nothing in Oracle can take 6 seconds per record so I suspect you are looking in the wrong place. But without clarifications ... can't say for sure.
