Yes, because some dictionary triggers may fire. See metalink note 149948.1 . If you don't set it and don't run into any errors you are ok.

The catalog and catproc are being run on your new db dictionary. Whether there are triggers depends on what is installed.

I vaguely recall seeing something about this being platform-dependent and uncertified. There are metalink forum postings about such a beast.
