The most obvious one: he's using 8.1.7.1 There are about dozen or so CBO patches after that, making up the patchset 8.1.7.4

Best if he considers patching up to 8.1.7.4 before spending anytime in elaborate tuning, no?

IME, that patchset level solved just about all the issues I had with the CBO...
