Problem with starting Oracle 9i Personal Edition...

Hi!

I installed Oracle 9i Personal Edition for Windows 98. I was trying to start it via "Programs-> Oracle -> Database Administration -> Start Oracle9i Database" and I receive an error "ORA-1019 Connot logon to Oracle9i" in a Oracle9i Startup Window.
Does anybody know what can cause the problem and how to fix it?
