Because he wants to keep his habits.

And he thinks this should be possible in this case.

I gave him a workaround, he may do now EXEC JG_JOBS_ON / ~_OFF, which is just doing ALTER SYSTEM ...,
so that he would not have to keep the exact parameter setting in mind - he has much different things to do.
And sometimes, he is shutting down the db for some reasons (he is sysad and knows some dba works, too).

Since he is longer in the busines than I am, I can assume some experience of him,
and when he said so, I read some manuals, but did not find the decisive tip, so I
put my question here.

Again: he has much different things to do (he is manager, and btw he is good at it) and so it is my task.
