oracle 9i application server configuration problem

hi,

we have done fresh installation of ora9ias,most of the things are working fine but we are not able to start a few utilities like oc4j_home,oc4j_portal,oc4j_demos each time we get this error - oracle.sysman.emSDK.util.jdk.EMException: The opmn request has failed. From opmn: HTTP/1.1 204 No Content Content-Length: 0 Content-Type: text/html Response: 0 of 1 processes started. Check opmn log files such as ipm.log and ons.log for detailed.

we checked for this error,it is probably due to port conflicting but we checked for ports in app server and web cache but there isn't any conflict whatsoever.

during installation two components failed to start oc4j instance configuration instance and opmn.

we first installed infrastructure and then portal.these have 2 different instances
should we start all utilities of infrasructure first & then portal but we can't start all utilities of infrastucture(oc4j start up fails here as well).

please help us on this?
