Hi

Bit tricky to reply to some of your questions without knowing more about   what you are trying to do. But here goes;

  1. depends which products you require, there are a lot of products in App Server, so best to read the documentation at tahiti.oracle.com to determine what install type gives you what products
  2. need more info on how you are running and what error
  3. sounds like you need to update the tnsnames.ora and sqlnet.ora files in the other oracle homes or consider using TNS_ADMIN registry setting
  4. the app server and developer suites are different products, the outright developer tools are not in app server though some of the required runtime server components, the developer suites will include these too so developers can test, but you will need to use app server products and licenses to run them in production (eg Forms and Reports server)
  5. look at the tahiti.oracle.com docs site, under the app server docs there are docs on getting forms running from a web client

Some general comments;
