operating system error

I am importing into a database and I get the following error:

ORA-01115: IO error reading block from file 4 (block # 1048579)
ORA-01110: data file 4: '/oracle/disk1/oradata/stmp/cyclops.dbf'
ORA-27072: skgfdisp: I/O error

SVR4 Error: 48: Operation not supported

To me it seems as though there is an operating system error, however, when I do a select count(*) on one of the tables associated with that datafile, I get an error saying that it do a count on the table. I moved the datafile off to another partition and everything worked ok. Is it an operating system problem? The Sysadmin looked at it and said the filesystem was clean but appeared to small which was what caused the problem.
