From your error message it looks like this is Windows intercepting
problems, usually caused by lack of (virtual) memory, so possibly by
lack of disk space.
The log referred to is the infamous drwtsn32.log or drwatson.log in
the windows directory or below. Anyway, please search for drw*.log and
you should be able to find it.
Depending on what you already have done, you may consider editing the
listener.ora manually, especially if you only changed the name of an
existing listener.
