That would be the management service, not the repository instance. Did you build the repository using the SYS or SYSTEM account for the repository, or did you choose to have a seperate user, as advised? If SYS or SYSTEM, change the password back to it's original, login to the service (sysman/oem_temp), and change the login credentials for the repository. Then change the SYS (or SYSTEM) password, and stop the Management Server SERVICE, then start. You should now be able to connect. Provided the service would be running in the first place...
