I found out what the problem was, in case anyone is interested. It was caused by my failure to create a TNSNAMES.ORA file in the *correct* ORACLE_HOME. The configuration assistant switches from the default home to the correct one, and THAT is where the tnsnames.ora file needs to be setup.
