Depends on what you mean by "has a database."
If you want all the tables owned by a particular schema owner - They would need to write a sql script that wrote the DDL for every table owned by that userid. If they were clever, they might be able to get away with a single script that extracted all tables in a particular schema.
If you want the data too, that would be yet another set of scripts.
If you want more than tables (eg, procedures, indexes, etc), then it gets tougher very quickly.
