OEM may and may not come with an identical version of the Required Support Files. Oracle implemented OFA and discontinued the habit of including the version number in the name of the DLL. If you install OEM in an already used Oracle_Home, apart from the fact the installer won't have you do it, you are likely to end up with a Mixed Environment of Similar Software, also known as a non-functional MESS.
