Not sure what you mean by that. I thought the idea with outsourcing is that all/most of the companies IT-departement gets transferred to provider. I'd expect those who sell IBM stuff to be part of IBM already, ne pas?
Depending on the outsourcing agreement the provider can choose with which means to achieve the goal. If the provider can save cost by migrating hardware or software, then thsi is good for their bottomline. But lets keep in mind that migrations in itself are expensive, no matter from where to where. The provider has be sure the cost can be recouped. This is no different than if you have a windmill in your backyard and you sell it to the utility company in exchange for power at a fixed cost to you. The utility company will need a good reason to justify to itself to tear that windmill down. Having a preference for coal is not a business case.

All right, I should have known I can't deceive you: Janet woke up one day, discovered that DB2 V7 has identity columns, SQL PL ad temp tables over breakfast before going to play golf with her Wallstreet buddies. It so happened they told her that they don't trust Sybase to be around and Larry was sailing that day. Luckily she had a CD in her pocket :-)
