It looks like you've enabled tracing. If you disable tracing, does
performance return to normal?

I assume that the database you're trying to reach has an entry in the tnsnames.ora file and that you've verified the setup there with the Net8 Configuration Assistant. If there is a TNS entry but there's a problem with it (i.e. it's using an IP address that no longer resolves to the machine), that could cause the problem.
