Manually creating Oracle 9i database

I'm trying to create a new database manually, and I'm having trouble
connecting to SQLPlus.  I've set my new SID and try to "connect / as
sysdba".  This is a Win2K Prof. machine and I am in the appropriate
Oracle admin groups.



Is it possible to connect to SQLPlus as sysdba without having a
database created?
