No. There is not.

Yes. It is called Oracle Enterprise Manager (OEM). You can set up alerts to warn you of impending problems. In 9i, you can suspend transactions on some space related errors so that the DBA can fix the problem without killing the transaction. You will find this in the documentation under the header "Resumable Transactions".
