Oracle 9i Lite, and Mobile Server, will be install with Repository and then configure the Apache or Application Server,

If you have apache, then goto Apache in ORACLE_HOME/apache/apache/conf

and httpd please add this line
include "c:\ORACLE_HOME\mobile\server\bin\wtgapach.conf", then re-start the apache Web Server and Ready,
