Hi,
I'm not sure about 9i 'dbstart' but guess it is the same as in 8i. If you
glance it over you can discover that script is looking for oracle parameter
file in
${ORACLE_HOME}/dbs/init${ORACLE_SID}.ora
and if it can't to find pfile there then shows the message as you got. So
check for your environment and pfile existence.
Moreover in the very beginning of script there is a kind of warning: "It should ONLY be executed as part of the system boot procedure." an so on...
