Nothing could be easier: just do a search on google for "Oracle Certified Professional". You'll get a zillion hits of companies that will turn you into one of those in exchange for a few hundred dollars and some time reading a multiple choice CBT or CBE.
You may also find the darn thing isn't worth the paper it's printed on.
