I had occasion to do just that, starting about a month ago.

Install 9iAS, infrastructure and Portal.

Go get the PDk from portalcenter.oracle.com, lots of how-tos and samples.

If you like PL/SQL, just use it, it is built-in. If you like Java, just use the jpdk.

It does require you to read and grasp some concepts, though. After that it gets easier.
