Yes, the tools are backwards compatible. You can use the 8i tools to connect to 8 or 7 databases and it works just fine. Do you have 9i dbs running yet? If so, then you might want to start with the 9i tools just so you don't have to upgrade your software installation in the future. The 9i tools will work on 8i, 8, and 7 dbs.
