Upgrading Oracle 8.1.7 to 8.1.7.1.1 setup.exe does not run

I am applying the patchset in Windows 2000 machine, and the setup.exe
does not run.  I have tried running it from DOS and run into the same
problem.  All Oracle services are shutdown before I run setup.exe.



Any help would be much appreciated.
