Terminal Release simply means that 8.1.7 is the last release of the 8i version of Oracle. First, they released 8.1.5, then they released 8.1.6, and finally they released 8.1.7. There won't be an 8.1.8: after 8.1.7, you have to move to 9i.

Incidentally, 9i release 2 is the 'terminal release' of version 9, too. So after that, it's on to 10i.

Nothing to do with 'terminals' in the sense of video displays.
