How are you timing the query?  Are you in SQL*Plus and watching the data
go by?  If so, it's the movement of the data to SQL*Plus and the display
to the screen that is taking so long.

If not, please try to provide more detail on how you are doing the
timing.  The version of the database.  The OS and the machine on which
the database is being run.
