To my knowledge, there is no need to start these manually--they startup 
automatically when the OC4J components are started, assuming there's no 
configuration problem that stops them.  If they will not start from the 
Enterprise Manager, there's likely a configuration problem.  There is 
documentation on otn (try the release notes) that gives the command-line 
startup/shutdown commands.
