Hi Joe,
I got the same problem and what I did was copying the entire content from 2 CD (oracle8i and oracle8i#1) to a directory on the hard-drive and do installation from that directory oracle8i. When the OUI ask for the second disk, I browse it to that directory oracle8i#1. It worked fine for me.
