Not as I understand it. I believe that you can license *either* per user
*or* per processor.
Processor speed should no longer come into it. I believe that if you are
going per user then you have to buy a minimum number of user licences. As
Richard says you get better deals at quarter and (especially) Year End/ The
year starts (or used to) in April.
