If you reply to an HTML message your reply is automatically sent in HTML unless you change it.
If you'll click Tools/Options/Send, then UNcheck the box that says 'reply to messages using the format in which they were sent,' then click OK, it will stop doing that.
To keep Outlook Express from executing JavaScript, click Tools/Options/Security, make sure you're in the Restricted sites zone, click OK. Then open Internet Explorer and make sure your restricted sites zone does not execute scripts of any kind.
