Depends on what you want to do.
First question I would ask you is why would you want to trace all user sessions. Are you aware of the repercussions of doing so, especially with large numbers of users.
Secondly, are you aware of what Oracle Trace is used for. Do you know how to turn on a trace collection (eg. the ORACLE_TRACE_COLLECTION_NAME parameter) ? What are you planning to do with this information ?
The fact you want to globally turn on "tracing" make me suspicious on what it is you are trying to accomplish.
