sub agent is not started !!!

To connect OEM 9.2.0.1.0 to a node 8.1.7 i need to discover this node but on my oracle 8.1.7 (windows NT), the sub agent is not started !

How start sub agent ?
The OracleIntelligentAgent service is started in the Services Windows, The dbsnmp.exe is listed in the task manager

but when i do
lsnrctl dbnmp_start : nothing append
and
lsnrctl dbnmp_status, the message is : The subagent is not started

How start sub agent ?
