If this is just for Home use then go with XP Home and install 9i ( even if Oracle does not officially support it) ( While XP pro is a more professional setup for a business installation, it will give you problems if you also want to use the machine for recreational purposes ( i.e. games ) XP Pro is not a good game platform due to security issues)

The main issues are RAM, RAM and More RAM followed by Disk Space.. Both are cheaper to get pre-installed then as add-on so get as much of both as you can reasonably afford.. ( minimum 256MB Ram and 40GB hard drive I would suspect - Disk size is dependant on what you want to do with your home version of Oracle)
