Trust me Max, there is no single tip that will fast track learning all that's required when it comes to database performance management and tuning. There's no 'SELECT is_every_running_effectively FROM v$database' nor is there a 'UPDATE database_performance set tuning_parameters = 'appropriate' where status = 'crap'. Because a valid answer to your question requires 900 pages.
I'm afraid what you'll have to do is borrow some books if you can't afford to buy them, read the Oracle Concepts and Performance Tuning manuals (which are free), play and experiment on a real database (which you can download for free), get work experience, attend a few courses, and after a period of time, you'll get a hang on what's required.
If a single tip is what you're after, I'll give you a single tip on how to measure the performance of your database. Assuming you're the DBA, how often does your phone ring with users complaining that everything is running too slowly and that they can't effectively do their work. If it rings often, you have performance problems, if it doesn't ring, she's fine.
