A Checkpoint is performed (or to be more precise started)after every log switch, whether there are dirty buffers in the Buffer cache or not. If you want to test, connect to a idle system and switch the logs and see the checkpint time and counter.
The Checkpoint SCN in the data file headers is not updated till the end of the HOT BACKUP mode, but the checkpoint counters are. Received on Mon Aug 12 2002 - 23:41:03 CDT
