TOAD : Written in Delphi, quick, you have to pay for it (unless you download the reduced functionality free version from www.toadsoft.com) it has excellent support via the mailing list, it 'just works'. Some features cost extra - the DBA module for example, but all that that does can be done with SQL anyway - that's what I do.
OEM : Java, slow, comes with Oracle (?), has support via Oracle Support Contract, some featuers cost more - Tuning etc.
Caveat : I used to use OEM when it was written in C (I think) and it was excellent - with a couple of bugsd. Then they changed it to Java and I cannot use it as it is way too slow on my 400 Mhz PC. I mostly use TOAD, with the odd foray into SQLPlus and/or LFSWorksheet which is a little sql front end I wrote for our QA department here at LFS.
